On September 11, 2026, Trairat Viriyasirikul, Deputy Secretary-General and Acting Secretary-General of the National Broadcasting and Telecommunications Commission (NBTC), announced the winning bidders for the procurement of broadband internet services under the provision of universal service obligation in unserved or underserved areas for public health, public benefit, and security (USO 3) across all 5 groups via electronic bidding (e-bidding), with a total value of THB 5,423.70 million.
The bidding results for each group are as follows: Group 1 (Northern Region) was won by the TI Joint Venture, consisting of True Internet Corporation Co., Ltd. (a company under the TRUE Group (SET: TRUE)) and Infraset Public Company Limited (SET: INSET), offering the lowest bid of THB 1,248.50 million.
Group 2 (Northeastern Region) was won by the TCI Joint Venture, consisting of Thaicom Public Company Limited (SET: THCOM) and Interlink Telecom Public Company Limited (SET: ITEL), offering the lowest bid of THB 1,884 million.
Group 3 (Central Region) was won by the TW Joint Venture, consisting of True Internet Corporation and Wire & Wireless Co., Ltd., offering the lowest bid of THB 761.50 million.
Group 4 (Eastern-Western Region) was won by the TCI Joint Venture, offering the lowest bid of THB 564 million.
Group 5 (Southern Region) was won by the Interlink TKC Joint Venture, consisting of ITEL and Turnkey Communication Services Public Company Limited (SET: TKC), offering the lowest bid of THB 965.70 million.
Combining all 5 winning groups yields a total value of THB 5,423.70 million, covering the Northern, Northeastern, Central, Eastern-Western, and Southern regions under the USO 3 project to supply high-speed internet in unserved or underserved areas in support of public health, public benefit, and security services.
TCI Joint Venture emerged as the biggest winner of the bidding, securing a total contract value of THB 2,448 million from the Group 2 and Group 4 segments.
Krungsri Securities maintains a “Buy” recommendation for THCOM, with a target price of THB 14.70 per share, anticipating that the USO 3 project will serve as a key catalyst to turn around operating performance and support the stock price moving forward.
