AOTGA Signs Agreements for Ground and Cargo Services at Suvarnabhumi Airport

Airports of Thailand Public Company Limited (SET: AOT) has signed public-private partnership (PPP) agreements with AOT Ground Aviation Services Company Limited (AOTGA) for two projects at Suvarnabhumi Airport covering ground support equipment (GSE), ground passenger services and related operations, as well as cargo warehouse services.

The agreements were signed by Paweena Jariyathitipong, President of AOT, and Siriwat Towachirakul, General Manager of AOTGA, in the presence of executives from both companies.

The projects will allow AOTGA to operate as the third service provider at Suvarnabhumi Airport in both the GSE and cargo segments.

AOT owns 49% in AOTGA, with SAL Group (Thailand) holding the other 51%. SAL’s shareholders include Sky ICT Public Company Limited (SET: SKY), with 46.8%; Triple i Logistics Public Company Limited (SET: III), with 25.46%; and MyBox, with 13.60%. Through that ownership chain, SKY has an indirect interest of approximately 24% in AOTGA.

AOT said it conducted the selection process in accordance with Section 36 of the Public-Private Partnership Act B.E. 2562 (2019), with AOTGA submitting proposals and being selected to undertake both projects.

The Cabinet approved the selection of the private operator and key terms of the PPP agreements on September 8, 2026, following a proposal from the Ministry of Transport, clearing the way for AOT and AOTGA to proceed with the projects.

The cooperation is aimed at expanding service options for airlines while strengthening the airport’s business continuity capabilities. The projects are also expected to reduce the risk of service disruptions and accommodate anticipated growth in passenger flights and air cargo volumes.

The initiatives are expected to improve the efficiency of ground-handling services and air logistics, supporting the long-term expansion of Thailand’s aviation and air-cargo industries.

For the GSE project, AOTGA will prepare the necessary personnel and equipment and expects to begin operations in 2027.

Meanwhile, the cargo project will move into the construction phase for the warehouse and preparation of related systems. Construction and preparation are expected to take approximately 23 months, while the overall project concession period will be 25 years.

AOT has also established clear key performance indicators in the PPP agreements, along with penalties and fines should AOTGA fail to meet the service standards or contractual requirements.

The projects are part of AOT’s efforts to expand capacity at Suvarnabhumi Airport and strengthen its operational resilience as passenger and air-cargo demand continues to grow.
