TRUE Supports Gov’t and DDPM to Strengthen Thailand’s “T-Alert” with National Warning System

True Corporation Public Company Limited (SET: TRUE) continues to support the government and the Department of Disaster Prevention and Mitigation (DDPM) in developing Thailand’s national emergency warning system “T-Alert.” The initiative aims to ensure that the public receives accurate, timely, and reliable disaster alerts.

In 2025, True successfully enabled the Cell Broadcast Service (CBS) nationwide in collaboration with DDPM and the NBTC, marking a milestone for Thailand’s early warning capability. The company will also plan to test emergency alerts via True ID, where urgent warning messages and announcements will “pop up” on TV screens while viewers are watching any program.

T-Alert is Thailand’s Early Warning system designed to distribute information about disasters, either occurring or anticipated, along with recommended safety measures. Its purpose is to reach people in at-risk areas quickly, precisely, and clearly. The system is the result of collaboration among government agencies, related organizations, and private-sector partners, with DDPM serving as the lead agency for disaster data and operational guidelines.

The year 2025 is an important milestone as Thailand launched the Cell Broadcast Service (CBS) on mobile networks for the first time. True Corporation provided full support until the system became operational. CBS is now one of the core channels within the T-Alert framework.

To strengthen multi-channel communication, True is preparing to test alerts through True ID for online TV audiences, expanding access and coverage for the public.

How the Cell Broadcast System Works

The CBS system requires two main components:

  • CBE (Cell Broadcast Entity) – operated by government agencies, with DDPM authorized to send messages in the event of disasters or emergencies.
  • CBC (Cell Broadcast Center) – operated by mobile service providers. True Corporation has fully installed CBC nationwide, achieving 100% readiness and active operation.

Mr. Narupon Rattanasamaharn, Head of Regulatory & Government Relations Division at TRUE, said, “Cell Broadcast alerts, implemented in partnership with DDPM and the NBTC, are sent only during severe emergencies, such as natural disasters, violent incidents, and other threats that put lives and property at risk. This fast and precise communication enables people to prepare and follow safety instructions without delay.”

The Cell Broadcast System (CBS) can define alert areas ranging from very localized zones to provincial, regional, or even nationwide coverage, without requiring users to install additional applications. This makes CBS more effective than traditional SMS, allowing warnings to reach people in at-risk areas with greater speed and accuracy.

At present, the Department of Disaster Prevention and Mitigation (DDPM) and related agencies have established Standard Operating Procedures (SOP) for transmitting emergency alerts through CBS, as well as Common Alerting Protocol (CAP) message standards.

These currently cover eight types of hazards: earthquakes, tsunamis, storms, floods, landslides, cold spells, PM 2.5 air pollution, and violent incidents in public areas. Work is also underway to expand coverage to six additional hazard types, including pandemics, fires and hazardous chemical incidents, threats from external armed forces, traffic and transport emergencies, cyber threats, and other hazards, which are expected to be completed by the end of 2026.
