GUNKUL Set for Gain as Thailand Opens Submissions for Citizen Solar Rooftop Energy Sales

On June 26, Pitak Janyapong, Commissioner at the Energy Regulatory Commission (ERC), signed an official announcement inviting submissions for the purchase of electricity from the citizen solar rooftop projects, residential type, in 2026. This mechanism is a key initiative, enabling citizens to become electricity producers themselves and sell surplus power back into the grid.

This announcement has been made in accordance with the ERC regulations on the procurement of electricity from the citizen solar rooftop projects, B.E. 2562 (2019). Households wishing to sell electricity are required to comply with the grid connection requirements of the Metropolitan Electricity Authority (MEA) or the Provincial Electricity Authority (PEA).

The electricity offered to the purchasing meter must not exceed 5 kilowatts. The purchase rate has been set at THB 2.20 per unit (kilowatt-hour), with a power purchase agreement (PPA) term of 10 years. The ERC will prescribe a standard PPA template to ensure fairness and clarity for small-scale electricity producers.

Applicants for very small power producer status must comply with the grid system requirements as well as the engineering and safety standards in terms of equipment and installation, as prescribed by the electricity authorities, throughout the duration of the project contract. Changes to the quantity of electricity offered for sale are not permitted. The electricity authorities will consider purchase applications on a first come, first served basis.

Applications to sell electricity can be submitted to the power distributors starting from July 1, 2026 until the total purchase target of 500 megawatts set by the National Energy Policy Council (NEPC) has been met. The list of approved applicants and the results will be announced within 30 days from the date the application is fully received.

For signing the power purchase agreement, the electricity authorities and the very small power producers will jointly determine the Scheduled Commercial Operation Date (SCOD) as specified in the PPA. The SCOD must be set within 2027.

Krungsri Securities (KSS) views this as a psychologically positive factor for companies involved in solar rooftop sales and installation, particularly Gunkul Engineering Public Company Limited (SET: GUNKUL), which derives approximately 6 – 7% of its revenue from this sector.

Most analysts believe that GUNKUL will directly benefit as the government implements the net billing measure for purchasing surplus electricity from solar rooftop projects. The company’s integrated expertise—covering equipment sales, design, system installation, and investment in solar power business—positions it to secure more installation contracts in both residential and business sectors, potentially expanding its long-term clean energy revenue.

According to the IAA Consensus, the highest target price of GUNKUL is THB 5.65 per share.
