KH Academy, building on Kaohoon’s mission to elevate Thai society, recently hosted the KH Legal Aid seminar—an educational initiative offering the public free legal seminars aimed at raising awareness about legal rights and responsibilities, and reducing the risk of unintentional legal violations.
On Saturday, August 23, the seminar titled “Stop Predatory Interest Rates: A Deep Dive into the Law Against Excessive Interest Charges,” was held at KH Academy’s Ratchathewi campus. The program ran from 9:00 AM to 12:00 PM and featured two main sessions.
The first session was a lecture by Mr. Wuttichai Phumsanguan, Provincial Public Prosecutor attached to the Office of the Attorney General, who explained the Excessive Interest Rate Prohibition Act, B.E.2560 (2017). The session covered borrower and lender rights and obligations, legal maximum interest rates on loans and financial transactions, and the penalties for violating the interest ceiling. The attendees were given practical insights and legal knowledge to protect themselves and others from unlawful lending practices.
The second session focused on real-world case studies and Q&A. Mr. Kayasit Pissawongprakan, Former Director of the Office of Criminal Case, addressed questions regarding administrative fines, prosecution, and compliance with the Bank of Thailand’s market conduct rules—particularly regarding the illegality of charging interest on interest.
The event drew a wide audience—including lawyers, investors, company employees, members of the media, and students—demonstrating high public interest across different walks of life.
“So many participants came today, and their questions reflected real-world issues faced by both borrowers and lenders. Interest rates are close to everyone’s daily life, and misunderstandings—from both legal and business perspectives—can lead individuals to choices with severe consequences. By learning legal and economic aspects, people realize there is always a solution. Gaining legal literacy—understanding interest rates and their economic implications—offers invaluable practical benefits,” remarked Mr. Wuttichai.
Prakaipruek Luesopha, a Grade 11 student from Yothinburana School and pre-degree law student at Ramkhamhaeng University, commented: “KH Legal Aid is incredibly useful as it encourages everyone to deepen their legal knowledge, which can be applied in daily life to protect ourselves and our families. Attending this seminar greatly expanded my understanding, with the prosecutors providing in-depth and practical insights.”
