TOP Confirms No Fuel Exports to Cambodia in Compliance with Border Export Ban

In response to news reports in the media regarding the export of fuel oil to Cambodia, Thai Oil Public Company Limited (SET: TOP) reassured that the company and its group has not exported fuel oil to Cambodia in any way.

The company has adopted a policy to suspend the export of fuel oil to Cambodia since the Thailand-Cambodia dispute around mid-2025 and has strictly and continuously adhered to the policy to the present, in line with the Ministry of Energy’s policy, and with national security and the interests of the public as primary considerations.

Following the order by the 2nd Army Area/2nd Army Operation Center to control the export of fuel oil at the Chong Mek permanent border checkpoint in Ubon Ratchathani Province, effective as of 15 December 2025, the company has provided full cooperation and strictly complied with the order, ceasing immediately all fuel oil sales intended for export out of the Kingdom at said checkpoint. Additionally, the company has adjusted its oil export plan to align with the government’s national security policy and prioritized the energy needs of the Thai people.

Regarding the 14 fuel transport trucks stranded at the Chong Mek permanent border checkpoint, the company has investigated and found that the fuel had already been delivered to customer companies as per regular trading procedures prior to the enforcement of the order, with the final customers being oil companies in the Lao People’s Democratic Republic. Nevertheless, the company continues to closely monitor the situation and coordinate with relevant parties in strict compliance with the legal framework and government orders.

TOP has sent notifications to all customer companies, expressing its intention not to support the export of fuel oil to Cambodia and reiterating that all customer companies must refrain from selling fuel oil to Cambodia within the relevant legal framework.

The company affirmed that these actions have no impact on its operations, production, and product distribution in any way. If any actions inconsistent with the law are found, the company reserves the right to act within the legal framework to protect its rights and interests.
