PSG Corporation Public Company Limited (PSGC) and Electricité du Laos (EDL) signed a Memorandum of Understanding (MoU) to explore the potential for retrofitting of EDL’s and its affiliates’ existing hydropower plants into pumped storage hydropower (PSH) facilities, and for integrating renewable energy sources into the national grid to enhance stability and resilience.
The signing ceremony took place at EDL Headquarters in Vientiane. The MoU was signed by Dr. Akhomdeth Vongsay, Managing Director of EDL, and Mr. David Van Dau, Chief Executive Officer of PSGC. Senior executives from both organizations also attended the event as witnesses.
The MOU outlines two key areas of cooperation:
- The potential for retrofitting of EDL’s and its affiliates’ existing hydropower plants into pumped storage hydropower (“PSH”) facilities, which include future hydropower projects that may be assigned or acquired by EDL; and
- The exploration of integrating other forms of renewable energy sources, such as solar and wind power, into the national grid to enhance resilience and stability
In addition, the scope may extend to collaboration on other potential projects previously granted to the Company by the Government of Lao PDR (“GOL”) under the following agreements:
- The Memorandum of Understanding between the GOL and the Company signed on June 22, 2022, to undertake a feasibility study for the development of PSH projects across Lao PDR (under an extension period granted by the GOL); and
- The exclusive right to conduct a feasibility study for the potential development of a solar power project covering approximately 7,000 hectares in Attapeu Province, southern Lao PDR.
These initiatives aim to enhance long-term energy sustainability, improve power system efficiency and stability, and support the growth of renewable energy, first and foremost for domestic consumption as well as cross border power trade. The scope of cooperation includes feasibility studies and potential future project development rights granted by the Government of the Lao PDR in cooperation with EDL.
