OpenAI Establishes South Korea Presence as ChatGPT Subscriptions Boom

OpenAI plans to open its inaugural office in Seoul, marking its first direct presence in South Korea as interest in its ChatGPT artificial intelligence service soars to new heights.

The move comes as South Korea emerges as one of the key markets for OpenAI, boasting the world’s second-largest base of paying ChatGPT users behind only the United States.

OpenAI sees Korea’s robust, end-to-end AI environment—from chip manufacturing to cutting-edge software, and spanning students to seniors—as one of the most promising globally for impactful AI deployment, said Jason Kwon, OpenAI’s Chief Strategy Officer.

Recruitment efforts are already underway, with OpenAI seeking talent to spearhead local partnerships and collaborations. Additional details on specific initiatives are expected to be disclosed in the coming months, as the company builds out its Korean operation.

Earlier this year, OpenAI revealed plans to work with Kakao, the country’s leading chat app operator, on developing AI solutions tailored for the Korean market.

During his visit to Seoul, Kwon is scheduled to meet with lawmakers from both the ruling People Power Party and the main opposition Democratic Party, underscoring OpenAI’s intention to engage closely with policymakers as it navigates one of Asia’s most dynamic digital landscapes.

In April last year, President Yoon Suk Yeol announced that South Korea will channel nearly KRW 9.4 trillion ($6.94 billion) into artificial intelligence initiatives by 2027 and set up a 1.4 trillion won fund specifically to support AI chipmakers.
