Thai Court Upholds True DTAC Merger, Dismissing Consumer Council’s Challenge

The Central Administrative Court today, Friday, September 26, 2025, delivered its highly anticipated verdict regarding the 2022 merger of True and DTAC. In the latest development, the Court ordered the dismissal of the lawsuit. This decision upholds the NBTC’s resolution to allow the merger, concluding the legal challenge at this court level.

 

Initially, the Thailand Consumers Council (TCC) centers filed a lawsuit against the National Broadcasting and Telecommunications Commission (NBTC) over its decision to approve the merger of True and DTAC. This consolidation reduced Thailand’s major mobile operators from three to two.

The TCC is asking the Central Administrative Court to revoke the NBTC’s resolution, arguing that the merger will harm consumers. Their core concerns are that the reduced competition will lead to higher service prices, lower service quality, and fewer choices in mobile packages.
